Telecommunications market in Ukraine benefits from ever competitive mobile sector. In all, the industry is quite developed, with considerable investments put into the infrastructure, which is now being upgraded according to contemporary technologies, in order to boost broadband sector development. In fixed-line telephony sector Ukrtelekom is the monopoly, which takes responsibility for providing services to the majority of population. The company is owned by the government in most part, but has been listed for privatization since 2007. However, its acquisition has been postponed. Due to this fact it's early to speak about competition in the fixed-line industry, as the major stake in the market belongs to incumbent. Consequently, its development is going at a slow pace. Mobile market, in contrast, is open to competition and foreign businesses. In fact, the largest market share in mobile industry belongs to private companies, local or foreign ones. GSM standard plays the dominating role in providing country citizens with mobile services, but CDMA standard is also in hand, launched by alternative fixed-line telephony operators. With penetration being quite high, the market has reached the point of its maturity, and further development is possible with the rise of data services and 3G technology. However, 3G services are still in project, due to the fact that no licenses have yet been issued.
There are several main players in the mobile market, and the leading ones employ GSM technologies. The first place is taken by Kyivstar, which has attracted over 23 million subscribers, and accounts for over 40% of market share. It's followed by UMC (MTS), having about 30% of market share in its possession, and accounting for almost 19 million subscribers. Life :) (or Astelnet) is left with 18% of total subscriber base. Ukrtelekom is also in the market, on behalf of its subsidiary Utel, offering UMTS services to its subscribers. Interestingly, Ukrainian users enjoy one of the lowest rates for mobile services across Europe. As for broadband penetration in the country, it is steadily increasing. Internet industry development is supported by infrastructure updates and competition. Broadband user base is being steadily enlarged, with ADSL, FttH and alternative WiMAX services available. Three-in-one packs of broadband, voice and video services can be ordered from cable TV operators.
